Data on the results of the activities of the Civil Aviation Agency under the Government of the Republic of Tajikistan for the first half of 2018
During the reporting period, the Civil Aviation Agency under the Government of the Republic of Tajikistan carried out its activities to fulfill the instructions and instructions of the Founder of Peace and National Unity - the Leader of the Nation; President of the Republic of Tajikistan esteemed Emomali Rakhmon; RT rules.
During the reporting period, in order to monitor and verify the aircraft of domestic companies, enterprises and aviation organizations of the industry, 12 commissions were organized, and based on the findings of the Commission for the issuance of licenses, 23 certificates were issued: certificates of the operator, compliance with aviation engineering standards, medical fitness, airworthiness certificates Aircraft, in terms of aircraft noise level, airworthiness of radio navigation equipment and radars.Also, the highest qualification commission of the Agency, the 41st industry specialist issued qualification certificates along with applications and 17 GA specialists improved their qualifications. During this period, the Agency, in order to develop the republican GA, proposed to make 7 changes and additions to draft resolutions of the Government of the Republic of Tajikistan, for consideration in the prescribed manner.
Currently, the parties are considering draft agreements on air traffic between the Government of the Republic of Tajikistan and the Governments of Finland, France, Sri Lanka, Vietnam, Malaysia, Georgia, Moldova, the United Arab Emirates, Oman, the Kingdom of Great Britain and Northern Ireland.
For 6 months of 2018, the international airports of the Republic of Tatarstan (Dushanbe, Khujand, Kulyab, Kurgan-Tyube) total (reception and departure) served 928.2 thousand passengers, of which 611.5 thousand were Dushanbe International Airport, 250 were Khujand International Airport, 9 thousand, Kulyab International Airport - 50.8 thousand and Kurgan-Tube International Airport - 3.0 thousand passengers.
The volume of receiving and sending cargo and mail from the airports of the republic amounted to 1,854 tons, of which 1677 tons of international airport Dushanbe, 133.4 tons of international airport Khujand and 43.6 tons of international airport Kurgan-Tyube.
During this period, aircraft of JSC Tajik Air transported 152.1 thousand passengers and OOO Somon Air 233.2 thousand passengers. The volume of cargo transportation was 780 tons, of which Tajik Air was 373.1 tons and Somon Air LLC was 406.9 tons.
During this time, domestic airlines carried out flights to 33 destinations, to 10 countries of near and far abroad (China, Russia, Kazakhstan, Kyrgyzstan, Uzbekistan, Iran, the United Arab Emirates, Turkey, India and Germany).
For flights on domestic and international destinations, Tajik Air OJSC was given permissions for 91 flights and Somon Air LLC for 80 flights.
The total number of aircrafts and helicopters of the fleets of domestic airlines is 51 units, of which 16 units are serviceable, 2 are not suitable and 33 units are in storage. Domestic airlines operate 13 modern aircraft, 6 of them are in storage.
During this time, 417 cases of flight delays were noted during the implementation of airline operations, of which 241 were by Tajik Air OJSC (38% less than in the same period last year), Somon Air LLC 176 cases (40.3%) less in comparison with this period last year).
For the first half of 2018, Dushanbe International Airport served 611.5 thousand passengers, a 0.6% increase over last year. Revenues of the company for this period amounted to 180.2 million. Somoni, which is 2.9% more compared to this period last year. Profit in the amount of 6.5 million somoni, or 35.5% more than in this period last year.
The total volume of received and shipped cargo at the commercial warehouse of Dushanbe Airport amounted to 1,677 tons, which is more than 360 tons, or 27.3%, compared to this period last year.
During this period, 495 cases of flight delays were noted, which is less than 220 cases or 30.7% less than in the same period last year.
Dushanbe International Airport serves 13 airlines, including 5 foreign airlines, 6 CIS airlines and 2 domestic airlines.
From Dushanbe International Airport, flights are carried out to 12 cities of Russia, as well as to the Republic of Kyrgyzstan, Kazakhstan, Uzbekistan, Germany, China, Afghanistan, Turkey, India, the United Arab Emirates and Iran.
It should be noted that at present, the hall of official delegations (VIP) is being built at an accelerated pace. The opening of this hall is scheduled on the eve of the holiday of the state independence of the republic.
As it is known, on June 25 of this year, with the participation of the Prime Minister of the Republic of Tatarstan and the heads of relevant ministries, an important infrastructure facility of Dushanbe, a cargo terminal, which began construction in 2017, was commissioned.
During the reporting period, the national air carrier RT RT OAO Tajik Air has directed its activities towards using its capabilities to increase the level of competitiveness, service, safety and regularity of flights.
In order to expand the flight geography of the airline, measures are being taken, including the preparation of flights to Dushanbe-Sharjah-Dushanbe, Dushanbe-Delhi-Sharjah-Delhi-Dushanbe and Dushanbe-Ashgabat-Dushanbe.
Currently, the Company has 34 units of airplanes and helicopters, 5 of them are operational, and 29 are in storage.
In order to replenish the fleet, preparatory work is underway to obtain modern comfortable leasing aircraft. During this period, meetings were held with representatives of the Embryer of Brazil, Bombardier of Canada, and Sukhoi Superjet of Russia to study the characteristics of the aircraft and the conditions for leasing them.
In connection with the announcement of 2018 as the Year of the development of tourism and folk crafts, the Society transports mountaineering equipment for tourists free of charge. At present, preparatory work is being carried out to implement the Haj-2018 program at the highest organizational level, to ensure safety and regularity of flights.
During this period, 17 million somoni of taxes and funds for social insurance were transferred to the budget of the republic, which is 3.9 million somoni more compared to this period last year.
During this period, the State Unitary Enterprise Tajik Air Navigation issued licenses for the use of airspace 210 to domestic and foreign airlines, and provided air navigation services to 170 domestic and foreign airlines.
During this period, SUE Tajik Air Navigation transferred 8.6 million somoni to the budget of the Republic of Tatarstan, and the transfer to the social protection fund increased by 4.5%.
Over the past period, 25479 aircraft were rendered services, which is 3044 or 13.6% more compared to this period last year.
One of the reasons for the success was the discovery and use of 11 new transit air corridors, which contributed to an increase in flights by 19.5%.
With the support of the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, esteemed Emomali Rahmon, we cooperate with the international company System Interface of Great Britain on the acquisition, delivery and installation of the DME-DME radio beacon, the modern necessary navigation equipment. Completed work on the preparation, importation of this equipment and in early July, work began on the installation and commissioning of this equipment. In the first decade of August, this equipment will work in all four international airports of the republic. Importation of this equipment is exempt from all taxes and customs duties.
During this period, the first stone was laid for the construction of a command and control center (tower), negotiations on which were started back in 2003. Currently, construction work on the construction of the supports and the foundation of this item has been completed and the installation of iron structures is underway. Completion of this facility is scheduled for the first quarter of 2019.
In order to attract users of the airspace, the aeronautical information of the Republic of Tajikistan is constantly updated and improved. For this period, 9 corresponding changes were made on new airspaces and airspace sectorization, and 697 permits were issued to use the republic's airspace.
During this period, in order to educate young people and promote a healthy lifestyle, a major overhaul of the training center has been carried out, and a sports complex with all the infrastructure, halls and sports facilities has been commissioned.
In general, the State Unitary Enterprise Tajik Air Navigation focused its efforts on the implementation of the State Program for the Development of the Transport Complex of the Republic of Tatarstan until 2025, adopted by the Government of the Republic of Tatarstan on 04/01/2011. №165.
